Starter/Solenoid/Relay -- How do you know which?

My 2000 Grand Voyager starter isn't turning over. Thought it was the battery, but a new battery proved me wrong. The Starter Relay is easy enough to check. But how do you determine whether it is the Starter itself, or the Starter Solenoid?

Let me know,
Thanks in advance,
Bruce

Thanks all. Look like I'm replacing the Starter. I've seen blogs stating not to use a remanufactured, but my van is 10 years old, and using a new starter seems like gilding a lilly. Rockauto.com has Nippon Denso, AC Delco, Remy, Bosch and Beck/Arnley. Nippon Denso seems to be very popular.

Nippon denso is the original supplier/design of the starter. I used a bosch on mine and it is also good. Any of the choices you listed would be fine.
